Bucharest, February 8th, 2016: European Centre for the Rights of Children qith Disabilities (CEDCD) launches today the project “No Child Kept Apart – Steps towards Equity in Education”, financed by Open Society Foundation – Human Rights Initiative.
The first national research on the Romanian special educational system conceived by CEDCD in 2015 revealed the fact that more than 30.000 children with disabilities, children belonging to the Rome community or children from disadvantaged backgrounds are isolated in special schools, while approximately 18.000 others do not even go to school.
Considering:
– the lack of rehabilitation and early intervention services, the poor quality of the educational services offered in special schools,
– the lack of adapted didactic materials, assistive technologies, flexible curriculum and adequate training of special and mass schools teachers,
– the persistant existence of abuses and other types of restrictions in special schools,
-the over 100 million euros spent by the state on a special educational system that produces socially assisted people in a proportion of 96%,
– the misleading data and information about the situation of the education of children with disabilities that the romanian authorities present to the international fora,
CEDCD continues to promote the right to an inclusive education for all children. Consequently, through the “No Child Kept Apart – Steps towards equity in education” project, we will develop the following action lines:
- Creating the first online platform for advocacy and inclusive education educatieincluziva.info;
- Coagulating the Aliance for Inclusive Education;
- Proposing directive lines for desegregation in education and an inclusive education model – “minimally restrictive environment”, on the basis of information given by the theachers who work in the system;
- Reporting to the UN “Convention on the Righs of Persons with Disabilities” Committee on the situation of children with disabilities isolated in special schools;
- An evaluation platform of the special schools from the perspective of the parents of children with disabilities;
- Advising and representing in court cases of abuse and discrimination against children with disabilities;
- Running a national campain promoting inclusive education.
This project will be going on for 12 months and will benefit from the support of experts in education, human rights, communication and law.
